mirrors: remove Germany and UK from GeoDNS
We decommissioned our Frankfurt mirror site today. The UK mirror is
still powered on but we have not been sending traffic there for nearly
two years. It will be powered off soon.
Thanks to Equinix and Bytemark for supporting these mirrors for so long.
committers guide: permit key words more than once
While some key words such as "MFC after:" should only appear once,
others such as "PR:" or "Sponsored by:" may be clearer if each entry
appears on it's own line. This is already somewhat common practice so
explicitly permit it.

mailing-list-faq: clarify subscription requirement
FreeBSD mailing lists have required subscription to post for several
years now. Update the FAQ accordingly.

13.5: Is no longer upcoming; 14.3 is
I switched the wrong beta-upcoming line from "INCLUDE" to "IGNORE",
resulting in the front page of the FreeBSD website listing 13.5 as
both released and upcoming while 14.3 was neither.
